In 2004, statewide social justice advocacy organization PowerPAC built and maintained a voter file system for voter mobilization and outreach work with their partners around California. Late in 2005, PowerPAC started a request for proposals process that led to proposing that the Progressive Era Project move the data operations into a separate project that would be able to support a larger number of groups. This project’s sole objective would be to put well-supported voter file technology directly in the hands of dedicated local leaders working for democracy and empowerment. The Progressive Era Project created California VoterConnect to meet this need.

The Progressive Era Project (PEP) is a group of progressive California donors and activists who are working to create the infrastructure necessary for ushering in a new progressive era in state politics and policy. Formed in 2005 by Rob McKay, Quinn Delaney and Wayne Jordan, and Steve Phillips and Susan Sandler, PEP is committed to developing California VoterConnect and other strategic initiatives into vital resources for the state social justice movement.
